Some hotels have WIFI services that are billed to you when you access the WIFI system by a third party -- you have to give them a credit card. Other hotels/motels when they way free WIFI -- that is what it is --- a service as part of your room cost. Some of them give you a password to access their system and some do not. In the case of WIFI hotspots like rest areas, tourist kiosks, starbucks and other businesses --- they normally do not charge anything -- it is part of their service or part of their approach to gaining more customers.
