Sylvia, I totally disagree with the previous answer. I do not recommend end users reinstall their Windows operating system. It's a first step to potential disaster and complete data loss. If it needs to be reinstalled, please let a professional do it. Unless, of course, you have nothing important on your system; even then, your chances of success are very slim.
BTW, I have a lot of data to back up my statements.
Now, to address your problem. First of all, you said the screen was hazy. This would undoubtedly have nothing to do with the reboot problem you reference. Hazy would indicate that the display (or monitor) is becoming old and isn't as clear as it used to be. This usually requires a replacement of the display, however, some video drivers can also cause this problem, and again I would need to refer you to a professional.
The second problem of the menu of options that you get as you turn your system on can be caused by not properly shutting your system down. If when you are finished with your computer, you turn it off instead of “downing” the computer (going to START – Shutdown (in lower left of display)), then the next time you turn the system on it may want you to go into SAFE mode.
